Evidence of climate change, resource shortages and biodiversity loss is growing in significance year by year. This second edition of Environmental... Policy explains how policy can respond and bring about greater sustainability in individual lifestyles, corporate strategies, national policies and international relations. The book discusses the interaction between environmental and human systems, proposing environmental policy as a way to steer human systems to function within environmental constraints. The second edition has been completely updated to reflect advances in scholarship (for example developments in governance theory) and the increasing primacy of climate policy within environmental policy as a whole. Key political, social and economic concepts are used to explain how effective environmental policies can be designed, implemented and evaluated. Environmental problems, the role of human beings in creating them and sustainable development are all introduced. Environmental policy formulation, implementation and evaluation are discussed within three specific contexts: the firm, the nation state and at an international level. The book reviews the relationship of economics, science and technology to environmental policy. It ends by reflecting upon the predicament of humankind in the twenty-first century and the potential of achieve sustainability through the use of the environmental policy ‘toolbox’. Environmental Policy is an accessible text with a multi-disciplinary perspective. Lively case studies drawn from a range of international examples – and completely updated for this second edition – illustrate issues such as climate change, international trade, tourism and human rights. It includes chapter summaries, suggestions for further reading and links to relevant web resources.

The second edition of Environmental Politics: Stakeholders, Interests, and Policymaking shows students that environmental politics is fundamentally a... clash of competing stakeholders’ interests, and environmental policy the result of their reconciliation. But developments in environmental policymaking over the past several years have been little short of earthshaking. The text not only marks changes in the formal lawmaking process itself, but covers recent elements reshaping environmental politics, such as:  the new environmentally activist posture of business the dramatic shift of policymaking influence from the federal to state and local levels the participation of new actors on the environmental policy stage, most notably the faith community the U-turn of organized labor, from opponent of environmentalists to their collaborator the consolidation of the varying missions of environmental advocacy groups to fight global warming the emergence of science from its historic political neutrality to open advocacy the increasing role of both the media and the judiciary Written by an expert with more than 25 years of "smoke-filled room" experience in environmental policymaking, Environmental Politics: Stakeholders, Interests, and Policymaking gives students an insider's view of how policies are forged.  By examining current environmental issues through a stakeholder lens, this book not only provides a unique perspective into how policies are adopted, but also illuminates the transformative power of global warming as a political force.

Rosenbaum’s classic, comprehensive text once more provides definitive coverage of environmental politics and policy, lively case material, and a... balanced assessment of current environmental issues. Notable revisions include: • A completely revamped energy chapter covering conventional energy policy as well as a comparative examination of alternatives to current energy production. • Expanded discussion of current U.S. climate change policy with attention to the role of the states, the impact of global environmental politics, and emerging technologies on policy alternatives. • Analysis of the Obama administration’s energy agenda and its profound differences from Bush administration policies and the practical difficulties of creating an effective political coalition in support of the new policy agenda. • Greater emphasis on executive-congressional relations in the policy-making cycle. • Examination of changes in the environmental movement, with particular attention to newly emerging cleavages over energy and climate issues. • A thorough updating of all policy chapters, including an examination of such topics as “mountain top removal,” the emergence of Bisphenol A as an endocrine disruptor issue, and the “new NIMBYism.” New and revised tables, figures, and other data illustrate key environmental information while a new, detailed timeline frames the initial chapter’s historical narrative of evolving environmental policy.

The world's industrialized nations are the major consumers of the Earth's resources and major sources of environmental pollution. Environmental... protection plays an important role in the politics of most of these nations. Although a large and growing body of literature exists on environmental problems and policies in the developed world, most of it focuses on government policy in individual nations. A smaller body of literature compares specific environmental policies in two or more nations. Taking a broader approach, this book examines the environmental policy process in seven major industrialized nations: Australia, Canada, Germany, Italy, Japan, the United Kingdom, and the United States. Each chapter discusses one country's major environmental problems and determinants of its environmental politics and policy. It also analyzes the interplay between politics and policy and offers suggesions for developing effective policy. The book analyzes the role of institutions, interests, and values in shaping policies in each of the seven countries. An institutional perspective provides a common framework, focusing on three kinds of institutions: business and industry; federal and provincial governments; and international organizations. The final chapter offers hypotheses concerning institutions and environmental policy as a basis for further research.

Population growth and industrial development have put the wide-open spaces and natural resources that define the West under immense stress. Vested... interests clash and come to terms over embattled resources such as water, minerals, and even open space. The federal government controls 40 to 80 percent of the land base in many western states; its sway over the futures of the Wests communities and environment has prompted the development of unique policies and politics in the West. This thoroughly revised and updated edition offers a comprehensive and current survey. Contributors address the policy process as it affects western states, how bureaucracy and politics shape environmental dialogues in the West, how western states innovate environmental policies independently of Washington, and how and when science is involved (or ignored) in management of the Wests federal lands. Experts in individual resource areas explore multifaceted issues such as the politics of dam removal and restoration, wildlife resource concerns, suburban sprawl and smart growth, the management of hard-rock mining, and the allocation of the Wests tightly limited water resources.

A decade of climate change negotiations almost ended in failure because of the different policy approaches of such industrialized states as Japan,... Germany, and the United States. They exemplify the deep divisions that exist among states in their approaches to environmental protection. Miranda Schreurs reveals how the different approaches have arisen by presenting case studies of policy making in response to acid rain, stratospheric ozone depletion, and global climate change. The book demonstrates why looking at domestic policy making is important in understanding international environmental negotiation outcomes.

Complex environmental problems are often reduced to an inappropriate level of simplicity. While this book does not seek to present a comprehensive... scientific and technical coverage of all aspects of the subject matter, it makes the issues, ideas, and language of environmental engineering accessible and understandable to the nontechnical reader.Improvements introduced in the fourth edition include a complete rewrite of the chapters dealing with risk assessment and ethics, the introduction of new theories of radiation damage, inclusion of environmental disasters like Chernobyl and Bhopal, and general updating of all the content, specifically that on radioactive waste. Since this book was first published in 1972, several generations of students have become environmentally aware and conscious of their responsibilities to the planet earth. Many of these environmental pioneers are now teaching in colleges and universities, and have in their classes students with the same sense of dedication and resolve that they themselves brought to the discipline. In those days, it was sometimes difficult to explain what indeed environmental science or engineering was, and why the development of these fields was so important to the future of the earth and to human civilization. Today there is no question that the human species has the capability of destroying its collective home, and that we have indeed taken major steps toward doing exactly that. And yet, while, a lot has changed in a generation, much has not. We still have air pollution; we still contaminate our water supplies; we still dispose of hazardous materials improperly; we still destroy natural habitats as if no other species mattered. And worst of all, we still continue to populate the earth at an alarming rate. There is still a need for this book, and for the college and university courses that use it as a text, and perhaps this need is more acute now than it was several decades ago. Although the battle to preserve the environment is still raging, some of the rules have changed. We now must take into account risk to humans, and be able to manipulate concepts of risk management. With increasing population, and fewer alternatives to waste disposal, this problem is intensified. Environmental laws have changed, and will no doubt continue to evolve. Attitudes toward the environment are often couched in what has become known as the environmental ethic. Finally, the environmental movement has become powerful politically, and environmentalism can be made to serve a political agenda. In revising this book, we have attempted to incorporate the evolving nature of environmental sciences and engineering by adding chapters as necessary and eliminating material that is less germane to today's students. We have nevertheless maintained the essential feature of this book -- to package the more important aspects of environmental engineering science and technology in an organized manner and present this mainly technical material to a nonengineering audience. This book has been used as a text in courses which require no prerequisites, although a high school knowledge of chemistry is important. A knowledge of college level algebra is also useful, but calculus is not required for the understanding of the technical and scientific concepts. We do not intend for this book to be scientifically and technically complete. In fact, many complex environmental problems have been simplified to the threshold of pain for many engineers and scientists. Our objective, however, is not to impress nontechnical students with the rigors and complexities of pollution control technology but rather to make some of the language and ideas of environmental engineering and science more understandable.PAVJJPRFW An introduction to the more important aspects of environmental science and technology.Well organized and suitable for both the technical and non-technical reader.Ideal for the student taking courses in this field who does not have an extensive engineering, mathematical, or environmental background.

Environmental Problem Solving: A How-To Guide

As environmental problems become increasingly complex, it is critical that students and activists learn the skills with which to address them. Although... there already are many case studies of actual issues, only in the last few years have environmental scientists paid close attention to their resolution. Environmental Problem Solving teaches these skills. Jeffrey W. Hughes creates an organized method for approaching problems, understanding larger issues, and crafting solutions to a wide range of contemporary environmental issues. Many environmental activists often have preconceived ideas of environmental protection and problem solving. They react emotionally to news of deforestation, a new housing development, or a planned big-box store without thinking about the problem logically, and they may automatically regard foresters, development companies, and corporations as opponents. As their views harden, discourse turns acrimonious, and it becomes ever more difficult to find satisfactory solutions. This book teaches those on both sides of the table to address their own preconceptions and approach hard issues critically, methodically, and fairly. Hughes combines aspects of the decision-making process from the fields of business, management, and communication science based on extensive research and ample practical experience in the field and classroom. He creates a logical framework to help guide thinking from identifying a problem to finding its solution. Using examples drawn from real-life situations, Environmental Problem Solving will become an invaluable guide for environmentalists, agency professionals, consultants, students, naturalists, and concerned citizens.
