They were there at Concord Bridge. They shaped the vast volunteer armies of the Civil War. They have fought in America's major wars around the world.... And they made the first military response on 9/11 after the World Trade Center towers crashed in Manhattan. The National Guard has had a singular place in American history as citizen-soldiers responding both to homeland crises and to the need for fighting power overseas. Michael Doubler now offers the first comprehensive history of the Guard to appear in over thirty years, tracing its role from the days of colonial militias to the dawn of a new millennium. Spanning more than four centuries, he records the Army National Guard's outstanding accomplishments in peace and war on behalf of both state and federal authorities. Originally published as I Am the Guard by the Government Printing Office and with only limited public distribution, this sweeping history is now available in a paperback edition that (in a new preface) updates the National Guard story up to the events of 9/11. Beginning with the first regiments formed in the Massachusetts Bay Colony, Doubler chronicles how American militiamen have transformed themselves from a loose collection of local defense forces into a modern efficient reserve force. After action in the Spanish-American War, the militia era ended in 1903 with the creation of the modern National Guard as the federal reserve of the U.S. Army. In covering the last century, Doubler takes readers from Guard service in both world wars to Cold War duties, the Gulf War, and assignments in the Balkans. He tells of its not always friendly relations with the Regular Army, as well as of those times when Regulars and Guardsmen effectively reinforced each other to get the job done. The militia and National Guard have always concerned themselves with homeland defense, and as the current administration reviews national security, this book provides an opportunity to reconsider the role of the Army National Guard in America's latest war. With 2003 marking the modern National Guard's centennial, Civilian in Peace, Soldier in War offers a virtual primer on the military policy of the United States, showing us that citizen-soldiers have played a vital role in struggles against imperialism, fascism, and communism--and assuring us that they will be ready for the war on terrorism as well. This book is part of the Modern War Studies series.

The Middle East, a region infamous for political violence and a democratic deficit, boasts a rich but little-known history of nonviolent civilian-led... struggles for rights and freedoms. Ordinary Egyptians, Palestinians, Turks, Israelis, Iranians, Kuwaitis and other Middle Easterners have, over the past century, used "weapons" including boycotts, strikes, demonstrations, sit-ins, and other methods of civil disobedience and noncooperation to courageously challenge entrenched power and to advance democratic self-rule. This book challenges the oft-heard claim that nonviolent resistance "can't work" in the Middle East by chronicling some of the most significant nonviolent campaigns against colonialism, foreign occupation, authoritarianism, and structural injustice in the region. Other chapters examine the role of strategy, political humor, religion, Islamist movements, and external actors in advancing and impeding democratization and good governance. This volume, which includes scholarly and activist perspectives, will be of particular interest to academics, policymakers, journalists, and local civic leaders interested in the Middle East, nonviolent action, social movements, democratization, and war and peace studies – as well as educated general readers interested in understanding present convulsions in the Middle East.

World War I heralded a new global era of warfare, consolidating and expanding changes that had been building throughout the previous century, while also... instituting new notions of war. The 1914-18 conflict witnessed the first aerial bombing of civilian populations, the first widespread concentration camps for the internment of enemy alien civilians, and an unprecedented use of civilian labor and resources for the war effort. Humanitarian relief programs for civilians became a common feature of modern society, while food became as significant as weaponry in the fight to win.Tammy M. Proctor argues that it was World War I—the first modern, global war—that witnessed the invention of both the modern “civilian” and the “home front,” where a totalizing war strategy pitted industrial nations and their citizenries against each other. Civilians in a World at War, 1914-1918, explores the different ways civilians work and function in a war situation, and broadens our understanding of the civilian to encompass munitions workers, nurses, laundresses, refugees, aid workers, and children who lived and worked in occupied zones, on home and battle fronts, and in the spaces in between. Comprehensive and global in scope, spanning the Eastern, Western, Italian, East African, and Mediterranean fronts, Proctor examines in lucid and evocative detail the role of experts in the war, the use of forced labor, and the experiences of children in the combatant countries. As in many wars, civilians on both sides of WWI were affected, and vast displacements of the populations shaped the contemporary world in countless ways, redrawing boundaries and creating or reviving lines of ethnic conflict. Exploring primary source materials and secondary studies of combatant and neutral nations, while synthesizing French, German, Dutch, and English language sources, Proctor transcends the artificial boundaries of national histories and the exclusive focus on soldiers. Instead she tells the fascinating and long-buried story of the civilian in the Great War, allowing voices from the period to speak for themselves.

Civil Imagination: A Political Ontology of Photography

The “Copernican Revolution” in studying photography brings to light how images can both reinforce and resist power regimes.Understanding photography... is more than a matter of assessing photographs, writes Ariella Azoulay. The photograph is merely one event in a sequence that constitutes photography and which always involves an actual or potential spectator in the relationship between the photographer and the individual portrayed. The shift in focus from product to practice, outlined in Civil Imagination, brings to light the way images can both reinforce and resist the oppressive reality foisted upon the people depicted.Through photography, Civil Imagination seeks out relations of partnership, solidarity, and sharing that come into being at the expense of sovereign powers that threaten to destroy them. Azoulay argues that the “civil” must be distinguished from the “political” as the interest that citizens have in themselves, in others, in their shared forms of coexistence, as well as in the world they create and transform. Azoulay’s book sketches out a new horizon of civil living for citizens as well as subjects denied citizenship—inevitable partners in a reality they are invited to imagine anew and to reconstruct.Beautifully produced with many illustrations, Civil Imagination is a provocative argument for photography as a civic practice capable of reclaiming civil power.

With a masterful sense of the place of rhetoric in both thought and practice and an ear attuned to the clarity, natural simplicity, and charm of Plato's... Greek prose, James H. Nichols, Jr., offers a precise yet unusually readable translation of one of the great Platonic dialogues on rhetoric. Featuring some of Plato's most soaringly lyrical passages, the Phaedrus investigates the soul's erotic longing and its relationship to the whole cosmos, as well as inquiring into the nature of rhetoric and the problem of writing.Nichols's attention to dramatic detail brings this dialogue to life. Plato's striking variety in conversational address (names and various terms of relative warmth and coolness) is carefully reproduced, as is alteration in tone and implication even in the short responses. The translation renders references to the gods accurately and non-monotheistically for the first time, and includes a fascinating variety of oaths and invocations. Nichols believes that Plato's thought on rhetoric has been largely misunderstood, and he uses his translation as an opportunity to reconstruct the classical position on right relations between thought and public activity.

How did the English get to be English? In Civilising Subjects, Catherine Hall argues that the idea of empire was at the heart of mid-nineteenth-century... British self-imagining, with peoples such as the "Aborigines" in Australia and the "negroes" in Jamaica serving as markers of difference separating "civilised" English from "savage" others.Hall uses the stories of two groups of Englishmen and -women to explore British self-constructions both in the colonies and at home. In Jamaica, a group of Baptist missionaries hoped to make African-Jamaicans into people like themselves, only to be disappointed when the project proved neither simple nor congenial to the black men and women for whom they hoped to fashion new selves. And in Birmingham, abolitionist enthusiasm dominated the city in the 1830s, but by the 1860s, a harsher racial vocabulary reflected a new perception of the nonwhite subjects of empire as different kinds of men from the "manly citizens" of Birmingham. This absorbing and detailed study of the "racing" of Englishness will be invaluable for students and scholars of imperial and cultural history.

Civil Islam tells the story of Islam and democratization in Indonesia, the world's largest Muslim nation. Challenging stereotypes of Islam as... antagonistic to democracy, this study of courage and reformation in the face of state terror suggests possibilities for democracy in the Muslim world and beyond.Democratic in the early 1950s and with rich precedents for tolerance and civility, Indonesia succumbed to violence. In 1965, Muslim parties were drawn into the slaughter of half a million communists. In the aftermath of this bloodshed, a "New Order" regime came to power, suppressing democratic forces and instituting dictatorial controls that held for decades. Yet from this maelstrom of violence, repressed by the state and denounced by conservative Muslims, an Islamic democracy movement emerged, strengthened, and played a central role in the 1998 overthrow of the Soeharto regime. In 1999, Muslim leader Abdurrahman Wahid was elected President of a reformist, civilian government. In explaining how this achievement was possible, Robert Hefner emphasizes the importance of civil institutions and public civility, but argues that neither democracy nor civil society is possible without a civilized state. Against portrayals of Islam as inherently antipluralist and undemocratic, he shows that Indonesia's Islamic reform movement repudiated the goal of an Islamic state, mobilized religiously ecumenical support, promoted women's rights, and championed democratic ideals. This broadly interdisciplinary and timely work heightens our awareness of democracy's necessary pluralism, and places Indonesia at the center of our efforts to understand what makes democracy work.
