The second edition of this law school casebook, like the first, focuses on modern admiralty practice. The cases and materials selected discuss current... issues that a maritime lawyer faces, in addition to the historical bases of those issues. This second edition includes new and significant cases decided since the first edition was published, including cases affecting vessel status, maritime contracts and punitive damages. Another key feature of the book remains the inclusion of applicable legislation alongside cases, rather than in a statutory supplement. This inclusion allows students to see and understand the critical relationship between case law and statutes in admiralty. The book can be used for a general admiralty course or for a shorter, more focused maritime personal injury course.

Prize-winning author Martha Derthick draws on the recent experience of the Social Security Administration to examine the quality of policymaker's... guidance and the feasibility of their policies. Derthick concludes that many structural features of American government hinder good administration, that policymakers lack concern for administration, and that they often miscalculate the administrative consequences of their policy choices. To illustrate this argument, Agency Under Stress analyzes two much-publicized cases of poor performance by one of the biggest and best established of U.S. government agencies, the Social Security Administration. The first case is that of the supplemental security income program to support needy blind, aged and disabled persons. Given responsibility of administering the program in 1974, the Social Security Administration was unequal to the task: many payments were made in error; many eligible persons were not paid; computer systems were not ready; field employees worked millions of hours of overtime; and other agency programs suffered. The second case is that of an eligibility review that Congress ordered the Social Security Administration to conduct for disability insurance recipients in the 1980s. The results were similarly traumatic: of over 1.2 million cases examined, 495,000 had benefits terminated, and, flooded with appeals, the courts ruled overwhelmingly against the agency. Derthick's analysis and conclusions have far-reaching implications for how the government can effectively serve its clients.

Agenda for a New Economy: From Phantom Wealth to Real Wealth

Nearly two years after the financial meltdown, economic recovery still seems a distant promise. Desperate, overwhelming need for change has not overcome... Washington’s timid preference for the status quo. Joblessness and foreclosures remain endemic, and each day brings scandalous new revelations of outrageous Wall Street bonuses and corruption.Issued as a report of the New Economy Working group, this substantially updated and expanded new edition of Agenda for a New Economy is a call for a national Declaration of Independence from Wall Street. What is needed, Korten argues, is a system that favors life values over financial values, roots power in people and community, and supports local resilience and self-organization within a framework of living markets and democracy. The new edition is a handbook for a nonviolent Main Street revolution – because change, as he explains, will not come from above. It will come from below. The root of the problem, as detailed extensively in the first edition of Agenda for a New Economy, remains what it was in 2008: Wall Street institutions that have perfected the art of creating “phantom wealth”—mere numbers on paper—without producing anything of real value and without any thought of the social consequences. In the new edition, Korten examines how events since September 2008 have proven that the predatory Wall Street leopard cannot change its spots and explains why a visionary new president opted for marginal reform. He fleshes out his vision of the alternative to the corporate Wall Street economy: a Main Street economy based on locally owned, community-oriented “living enterprises” whose success is measured as much by their positive impact on people and the environment as by their positive balance sheets. Most importantly, he offers a groundbreaking plan as to what we as citizens can do to break through the political paralysis and replace the phantom-wealth Wall Street system with a living-wealth Main Street system that is responsive to the needs and values of ordinary people.2011 Independent Publisher Book Award silver medalist!

Re-issued as part of the "Longman Classics in Political Science" series, Kingdon's renowned work features a new Foreword exploring the book's historical... and enduring contributions. Kingdon's landmark work on agenda setting and policy formation is now offered in a Longman Classics Edition. This enduring work of original research, drawn from interviews with people in the U.S. federal government over the course of four years, examines the questions of how issues get to be issues for legislators. The book grapples with the questions: How do subjects come to officials' attention? How are the alternatives from which they choose generated? How is the governmental agenda set? Why does an idea's time come when it does? Hailed as one of the finest books about public policy- making, and winner of the 1994 Aaron Wildavsky Award, this book's rich detail and engaging prose make it a text that both students and instructors will savor.
